Can I assign a risk to rate for resources. For example, rate can increase on 10% due to low availability of resources?

Yes, you can use the risk outcome type: rate increase to assign a risk the a resources rate. To assign a resource rate risk, open the Resource information dialog box and click Risks. Select or enter the risk name and enter a risk chance (probability) and from the Outcome Type drop-down list, select Rate increase. Finally add the relative impact, in this case 10%.

As you can see, it is possible to model the risk as a statistical distribution with 3 pt estimates. It is also possible to model rate uncertainties as an issue. To do this, enter 100% Chance and then a statistical distribution that model the rate uncertainty. In this case, we have shifted to most likely rate by 5 % and possible limits of a decrease of -10% or an increase of 12%.
