Why are there default settings for risk assignments?

Default settings for risk assignment can be set in the Project Options > Risk tab. While it may seem somewhat odd that there would be default settings as each risk should have its own inherent probability and impacts, default settings are actually designed to show new users how risks assignments (chance, outcome types, and outcomes are added to the system. Depending upon users experience, they may have experience with other software or none at all, and the defaults provide them a model on how risk assignments are added to the schedule.
