Yes, in RiskyProject, issues and risks linked in the risk lifecycle and an Issue is treated as a risk with a probability of 100%. Typically, a potential issue is first identified as a risk. If the risk occurs, it then converts to an issue. Issues are flagged in the Risk Properties view. So issues and risks share many properties such as owners, dates identified, impacts etc. and can be managed in a similar fashion. In the Risk Register view, you can toggle risks or issues on or off so that that you can have a Risk and/or an Issue Register.
