You are correct. Unlike Response plans which can be both quantitative and qualitative, mitigation plans are qualitative plans and has no effect on the simulation results. You can also new Risk Information dialog for risk assignments:
- double click on Task ID in any task view
- go to Risks tab
- update risk assignment, alternatives, probabilities, outcome and moment of risk

If you model a schedule risk with resources with rates allocated to the affected tasks. The added costs due to the risk will be part of the analysis. Same as if you apply the risk directly to the resource, however if that resource is assigned to any other tasks, they will be affected as well.

They can do this in the Default Properties view selecting all of the properties, and copy using the shortcut menu. This list can then by pasted into a spreadsheet or document for review.
