High Start Time is used for probabilistic calculations and does not affect the
current project schedule. If you update High Start Time, the Constraint is set
to "Must Start On". See "Start, Finish Times, and Constraints" for more details.
Particular meaning of high start time depends on the statistical distribution
for start time.
