Is it possible for a task duration to be completely dependent on other tasks. I am trying to create a task called Project Management that runs from the start of another task, to the end of a different task. I have tried to make it do this, but it doesn’t seem to expand the days to fit automatically. And when I apply risk to other tasks I would like it to affect the duration of the project management task.

This what is called hammock or level of effort (LOE) tasks and our scheduling engine doesn't support it. The reason is that they cannot be driver of uncertainty in a schedule. For schedule risk analysis, best practice is to remove them before importing into RiskyProject.
For cost analysis, if the LOE task have a non trivial costs associated with them. What we recommend is to run two simulations. The first one to generate a range of uncertainty for the tasks that are driving the LOE task and then apply that as an uncertainty to the LOE task.
