I have RiskyProject 5.0.7.1. I think it is a latest version. I have three risks:
- Bad weather: it triggers
- Equipment delivery: it triggers
- Construction delay
How can I define this chain in RiskyProject?

For quantitative analysis:
- go to any risk view (Global Risks, Local Risks for Tasks, Local Risks for Resources) or risk tabs of Task Information dialog or Resource Information dialog
- double click on risk assignment
- go to Correlation tab
- select risk, correlated with current risk
This way you can create a chain

For qualitative analysis
- go to Risk Form (double click on Risk in Risk Register)
- select trigger risk
This way the chain will not be used in Monte Calro schedule analysis.

If I assign the same risk to different tasks or resources, are these assignments correlated?

In recent version 6.1 we added extra option to correlate risk assignment:

If have the same risk assigned to different tasks in RiskyProject, are these assignments corrected to each other or not?

Risk assignments are corrected to each other by default. However you may change it by going to Schedule->Project Options->Risk tab. There is a check box there, where you can disable default correlation of risk assignments. In this case risks assigned to different tasks will occur at different moments.
