You can assign risks to resources the same way as you assign risk to tasks. Here is the difference. The risk may occur in all tasks this risk is assigned to. If resource is used on 50% for the particular task, probability of the risk will reduce on 50%.

Currently you can define event chain using risk correlation. To do it enter necessary local or global risks and go to risk correlation tab of local risk dialog box. RiskyProject has la imitation: you cannot create more than 5000 activities. However in RiskyProject 3.0 we are planning to remove this limitation.

We don't define particular category of risk response, however you can use our risk mitigation view to define mitigation plan. Actually they are events, which are executed when risk called "execute mitigation plan" has occurred.
